txt file to gpx

Your data in no way resembles a unicsv input.
Your data looks like an NMEA stream.

Reading it with our NMEA reader is much more productive.

$ gpsbabel -i nmea -f  ~/Downloads/sample.txt  -o gpx -F -| head -30
