Please don't forget about this GPX writer data loss bug

I recently tried to process a large number of waypoints (about 250) with
gpsbabel-1.5.3, and the GPX output file contained only 49 waypoints. With
another file, I got 37 of 401. There is no warning message - the other
waypoints are just dropped.

I found a thread from Jan 2016 on this, especially this message:

So this is a known problem in 1.5.3, and there is a work-around (-o
gpx,split=10000000 worked for me). But since I couldn't find a bug report,
and it has been a few months, I just want to make sure this isn't forgotten.

Not forgotten. Still actively being worked on, though I may need to re-evaluate priorities.

The bug itself has been fixed, but there are a few other things that I wanted to include in a successor version that have proven harder to get production ready than I would have predicted in Jan.  So I need to either stage a release with this fixed - and other known, important things broken - or get to our next milestone.  It turns out that the number of people affected by the writing of GPX files > 5MB is WAY less than I thought in Jan, but I'd still very much like to get this fixed.

Wanted: Mac signing and deployment sage.
